Turkish Student Visa & Residence Permit: Step-by-Step Process for International Students
If you plan to study in Turkey, you must complete two separate but connected legal procedures: the Student Visa (obtained before arrival) and the Student Residence Permit (obtained after arrival). Here is the complete step-by-step guide.
Step 1: Get Your University Acceptance Letter
Before applying for anything, you must be accepted into a Turkish university (undergraduate, graduate, or PhD). The university will issue a Letter of Acceptance or Enrollment Certificate. You will need this for both the visa and residence permit.
Step 2: Apply for a Student Visa (Outside Turkey)
Important: You cannot enter Turkey as a tourist and then switch to student status. You must get a Student Visa from a Turkish embassy/consulate in your home country.
Documents Required for Student Visa:
- Passport (valid for at least 6 months beyond your intended stay)
- Visa application form (from the consulate’s website)
- University acceptance letter
- Proof of financial means (bank statement or scholarship letter)
- Valid health insurance (for the first year)
- Visa fee payment receipt
- Passport-sized photos (biometric)
Process:
- Make an appointment at the Turkish embassy/consulate.
- Submit documents and attend a possible interview.
- Wait 2–6 weeks for processing.
- Once approved, the visa is usually valid for 90 days for single entry. This visa is NOT your residence permit; it only allows you to enter Turkey.
Step 3: Enter Turkey and Register at Your University
After arriving in Turkey with your Student Visa, you have 30 days to apply for a Student Residence Permit.
Within the first week:
- Go to your university’s International Student Office (OBS or International Relations Office).
- Complete your official registration as a student.
- Get a Student Certificate (Öğrenci Belgesi) from the university.
Step 4: Apply for Student Residence Permit (Online)
Turkey uses an online system called e-İkamet (e-Residence). You must apply online first, then attend an appointment.
Online Application (e-İkamet):
- Visit e-İkamet.
- Create an account and select “Student Residence Permit.”
- Upload scanned copies of:
- Passport (bio page and visa page)
- Student certificate from university
- Passport photo
- Address declaration (İkametgah Belgesi) – you can get this from the local population office (Muhtarlık or Nufus Müdürlüğü).
- Pay the residence permit fee online (approx. 300–500 TL + 80 TL card fee, depending on your nationality – check current rates).
- Book an appointment at the Provincial Directorate of Migration Management (Göç İdaresi) in your city.
Step 5: Attend the In-Person Appointment
Bring the following original documents to your appointment:
- Appointment confirmation form (printed from e-İkamet)
- Passport (original + copies of bio page and visa page)
- Student certificate (original)
- Address declaration (original)
- Biometric photos (2–4)
- Valid health insurance – Covers full duration of your stay. (Turkish government accepts private insurance or state insurance if you have a scholarship.)
- Receipt of fee payment
At the appointment:
- They will take your fingerprints and photo.
- They will issue a Temporary Residence Certificate (Geçici İkamet Belgesi). Keep this with your passport at all times.
Step 6: Receive Your Residence Permit Card
After 2–4 weeks, your plastic Student Residence Permit Card (İkamet Kartı) will be sent by PTT cargo to your registered address in Turkey. It will show your ID number and validity dates.
Note: If the card does not arrive in 4 weeks, check with your local Migration Office or PTT tracking.
Step 7: Maintain Your Status and Renew
- Duration: Initial permit is usually 1 year. It can be renewed annually as long as you are a full-time student.
- Renewal: Apply for renewal online via e-İkamet at least 60 days before your current permit expires.
- Leaving Turkey: You can leave and re-enter Turkey with your Residence Permit Card (no need for a separate visa).
Common Mistakes to Avoid
❌ Entering on a tourist visa and trying to become a student – not allowed.
❌ Missing the 30-day deadline to apply for the residence permit after arrival.
❌ Using travel health insurance instead of full health insurance – migration offices reject short-term travel policies.
❌ Letting your residence permit expire – overstaying leads to fines and possible ban.
